Running on CPU Upgrade

Brings this Space in line with safetensors/convert (#49, #50).

• convert.py: load with weights_only=True, reject non-ZIP checkpoints
• requirements.txt: torch 1.13.1 -> 2.13.0, pin huggingface_hub==1.31.0
• app.py: drop the unused Repository code, removed in huggingface_hub 1.x
• README.md: gradio 3.33.1 -> 6.27.0, and port .queue(concurrency_count=1) to
  Blocks with concurrency_limit=1
